Nope.

Choices.

There will probably be a mod for it at some point.

Nope.

But there is no level limit, so it doesn't matter much if you place a few "wrongly".

Check out with Google for PC Console Codes, assuming you have a PC? As far as I know all previous games had a code to remove Perks and add them, if the codes are out there just remove the one you do not want anymore and add back in the one you prefer. Ah just to let you know I have done this in the past and as far as I can remember the game does not give you a Perk back to re-use in game when you remove one with console you have to do both things with console?

It might come with DLC eventually, like they did with Skyrim.

I doubt I'll even use it, but the first thing I'll do when the CK is released is port my respec mod.

Correct, you will lose the point by doing commands. Just add another perk/SPECIAL point to replace it.

I do this all the time when I decide that I don't want to start a new character just to fix one little thing I decided I didn't like.

Actually i'm surprised that isn't a possibility, after all they added it to Skyrim with Dragonborn

Maybe they regret doing so and didn't want to do so again.

Or they couldn't find a logical in universe reason to allow you to respec.

Which also added the Legendary Skills system, thereby removing the level cap if you chose to utilize it. Fallout 4 doesn't have a level cap to begin with (though past about 270 you run out of perk picks that aren't SPECIAL boosts), so a misplaced perk pick here and there usually isn't really an issue. I'll grant that if you're not going to grind levels it might prove to be more important, although with a perk every level you won't need more than a couple of extra levels to 'make up' for the misspent point(s).

Dragonborn was the last DLC for Skyrim, while Fallout 4 doesn't even have its first one yet, so a re-spec ability may still be added at some point. I have a feeling it will not, though, as the lack of a level cap means you can always grind out another perk point with which to correct a 'wasted' pick.

There are two mods on the Nexus that come up when you Search for "respec".
