AMD 32-3200 APU with Radeon HD Graphics 2.40GHZ

4GB RAM

64bit Windows 7

If you could run Skyrim im pretty sure you will be able to run Fallout 4 as well.

Hold your horses the specs haven't even been released yet, but I would recommending upgrading your RAM to 8gb as DDR3 is pretty cheap at the moment and it'll make gaming and general usage much more pleasant.

Edit: Get 16gb if your willing to spend another $50 you'll notice the difference trust me.

This here. Unless you have gobs and oodles of RAM already, getting more/faster RAM is probably the most cost-effective upgrade anyone can do to their computer. Keep in mind that the RAM bus speed of the motherboard is a factor for speed as well. Get a dual channel kit as well.

Until Bethesda releases the minimum/recommended system requirements, we have no way of knowing what hardware will be needed to run the game well.

You're right. It's just that it's so rare that console players get an opportunity to get a shot in that doesn't involve price.

Can only make an educated guess at this point but that E2-3200 APU comes with an on-die 6370d Radeon HD. Wgile it'll run, i wouldnt expect more than low settings. Its rather on low-end of the totem pole
