Here are the specs:

Processor: Intel Core i3-2100 CPU 3.10GHz

Ram:4 GB

GPU: Intel HD Graphics Family.

The graphics are going to be the biggest problem. New Vegas was designed to run on a discrete graphics card, not an integrated graphics chipset.

Having said that, some people have had success running it on Intel graphics, though usually by keeping the graphics settings at the lowest level and dealing with lots of lag and choppy framerates. It seems to be very much hit-or-miss getting it to run at all, though.

I'd say don't buy it until you can get a better video card to put into the machine, unless you can get it for an insanely low price and can shrug it off if it won't run. Be aware that buying a new video card may require you to buy a stronger PSU as well.
