It doesn't have to be some beastly weapon, just an easy to find sniper rifle.

Your best bet is probably to make one. I know you can make one out of the laser musket but you need some telefiber which I have only found 1 of out of my first 5 hours of playing.

I'm pretty sure most weapons can be modded with a long barrel and scope.

I found a pipe sniper rifle from a dead raider in house in Concord.

Near Skylanes 1981 is a partially collapsed highway (it has two huge windmills on top of it.) There's a couple of gunners and a MG turret on the lower level, and once you take the yellow elevator to the top, there's a gunner armed with a hardened sniper rifle. Just have to take it from him.

Of course, I found this about 5 minutes AFTER I crafted a sniper rifle out of a short hunting rifle I found.

Early on, a Pipe Bolt Action makes a decent Sniper Rifle if you take the time to mod it out. However, you'll want to keep an eye out for a Hunting Rifle, as that can be modded into a Sniper Rifle, complete with a mod to make it use .50 Caliber ammo.
