Can someone direct me to some particular mods..

Alright, I've just recently installed Oblivion and am adding all the really cool mods that I'd previously installed before previously when playing. However, I do not like altering the original experience of the game too drastically, I prefer to have the original experience of the game created, just 'enhanced'. So, I have Qarl's TP3, LOD landscape, better amulet's rings, signs, face textures.... BT Mod, better book jacket, Eleven map redux, better gold and the Unofficial Oblivion and SI patch.

However, I do very much like the idea of improving the level-scaling, so as you level up npc's do not level with you. That's something I feel must be added, although I do not wish to have to install something as huge as OOO as this changes a huge variety of things. Is there a mod that exists which can just adjust level-scaling?

Also, the speed of which skills are levelled could also be dampened slightly, if anyone could direct me to a mod like that also?

Edit: Also, if anyone could suggest and recommend any decent 'must have' mods, which don't change the gameplay drastically from vanilla Oblivion, it'd be much appreciated :D

Open Cities Reborn makes most of the cities open like in Morrowind,and attepts to match the concept artwork in regards to city layouts.There is even a mod that goes with OCR to give the cities unique castles called Unique Castles for Open Cities.
These mods are recent releases and OCR is still a Beta, and there are download links in thier release threads.
Tamriel Immersion Experience sounds like the kind of Overhaul you are looking for.
I still prefer Kvatch Rebuilt and consider it one of my "must have" mods. I consider Race Balancing Project, LAME, and Integration-The Stranded Light as must haves, but they do alter some aspects of gameplay,especially LAME.

A good alternative to OOO if you simply want enemies that don't level with you is Francesco's leveled creatures and items:

The mod has two parts: the core which deals with leveled lists and a huge add-on that adds dozens of new items and creatures to the game. If you don't want these additions, you can stick to the core.

Assuming that you want to try the core part, you must know that it is highly customizable; there are options to enhance the enemie's AI, to tweak the weapons (damage, reach etc) or to have more enemies per spawn point. As before, you can decide if you want any of this options or not.

Let's see...possible reasons:

1. Do you have your oblivion patched to the latest version? (francesco requires it so if you don't have it you'll most likely crash)

2. Installation. I assume you used the installer to get francesco running right? if you are using just the core, have you deactivated the options related to the extra creatures/items add-on?

3. Load order. Are you using BOSS to sort your mods?

4. Perhaps an incompatibility with another mod. Can you post your load order?
