The foundation is already laid for a functioning arena, but unfortunately Bethesda decided not to make it a feature in the game. I was hyped about a possible arena feature only to find out it's just a tease. Perhaps someone can mod the Combat Zone allowing you to participate in, book, and bet on fights? Maybe even becoming the owner of Combat Zone? If done well, it would be a worthwhile feature to enjoy and another way to make and spend caps.
