When it says there is a new settlement menu, what does that mean exactly?

Does it mean you can now tell what settlers are assigned to what task? Or it is something else?

Also

Is it easier now to get the 100% happiness. I am stuck on 86% and don't want to have to cheese it to get to 100% especially since it takes so long.

When you highlight a settler an icon pops up to indicate whether they're assigned to food, defense, etc.

I got 100% happiness at a settlement a while back and got the achievement, so I can't really answer the second part of your question. I haven't paid much attention to it.

I have seen tricks how to get to 100% now but it takes a lot of resting for 24 hours and watching the number slowly go up. I hear it takes a few hours of doing that and for me that is not worth it lol.

Personally I wasn't even trying to get it. It just kind of happened out of nowhere.
