I've been able to kill a few NPC's with power armor on but when i loot them im unable to get the frames the are wearing just the armor plates. anyone know if this is a thing in the game or something im missing.

You don't loot the frame. In order to get the frame, you need to have a Fusion Core on you. Pop it into the frame, get in, then walk or fast travel to your home base.
