I'm unable to select my idle marker as the destination target for my travel package. Because I'm in the wasteland, in an unnamed cell, there is no list for my cell in the pull down bars.

Do I need to name the cell before i can put the destination to package?

I don't think Idle Markers are placed with the persistent flag set on the property, if it isn't then the editor won't let you select it for the package.
