I have no idea what I am doing with modding it is something I stay away from but I would like to create my on house. I want to use one of the house designs in the game, easier that way I think, and add crafting bench and reloading benching to the house. Can this be done?

Though it's written for FO3, the http://geck.gamesas.com/index.php/gamesas_Tutorial_GECK_Setup tutorial will tell you how to make an interior space and link it to the exterior world. Make sure you get the New Vegas G.E.C.K. and not the FO3 one; they are not interchangeable.
