Can Vampires Use Restoration

I know that this is a pretty noob question but can I use Restoration magic as a vampire
I heard that Necromage effects you and Im pretty sure I dont want that to happen

Yes vampires can use restoration.
And yes the Necromage effects you if you're a vampire with certain things. The only real drawback I've experienced from being a necromage vampire is increased weakness to fire. But that can be countered easily. And even if it isn't you still gain in a lot more in certain areas like enchantment effects, potion effects, it was totally worth it.

Alongside with the Necromage+Vampire making your alchemy and enchantments 25% stronger, I would also recommend getting the Respite perk.

If you're a vampire mage which it sounds like you are, that perk combined with magicka regen robes will allow you to be able to fully restore yourself in the sun. Then again, mages don't have much use for stamina anyway. It's good if you like to sprint though.
