For some reason on the first character I made, which was before last patch, the game allowed me to use 2 smgs with a light body type. On the rest of my characters I can't. Is there a reason why this is happening? Basically I didn't select a pistol so I automatically have another smg instead. Is this normal?

No, it is a bug, you should not have 2 light weapons for light body types. There is another bug, not sure if it has been fixed but as a heavy and have an AR for your secondary as your starting weapon, when you change to another body type, it keeps the AR until you change the secondary weapon, like I said though, not sure if that bug has been fixed since I haven't tried to see if it still works.

Are you also saying as a light type all light+pistols are selectable as secondary weapons and not just pistols?

Everything that is shown normally for a light body type is shown at the weapons screen. However, I never chose a pistol and it never forced me to, so I get another smg for a secondary weapon when I load into a game automatically.

Hahah, weird bug, well, if it bothers you... lol you can fix the bug by choosing a secondary weapon, lol. Thanks for the submission though.
