Hans Zimmer is pretty good. So is Jesper Kyd (All Assassin's Creed) and Michael McCann (Deus Ex: Human Revolution).
I haven't looked but I'll guess Zimmer hasn't been shown to be one of the chosen composers. So since we're speaking hypothetically thing is, can he handle a piece for Skyrim to Bethesda's tastes, Skyrims mood, and environment? My bet is he most likely could give a decent score.
Still I'd prefer that extra money go to hiring more diverse voice actors for the NPCs. And if there is spare money then maybe a phone call to Liam Neeson or Morgan Freeman. Or Both. Or is Liam Neeson actually Morgan Freeman
Liam Neeson is God.
