Yes, at the bench with the proper perks for the material.

You don't even need the perk, all you need is material. However, without the perk the upgrade will be minor.

The important part is to note it's done at a workbench. It counts a armor and can't be upgraded at the grindstone.

hm becouse when i try i cant even see my shield in the list of items to improve..i have the improver magical items perk and 87 smithing but i cant seem to fix my shield of yosh..yoshigrom..yoshimitsu.. well the shield i found on the last companion quest
