You should be able to still use it to make alchemy potions, it has 4 effects just like any ingredient. Or you can cook with it and make Elsweyr Fondue (ale+eidar cheese wheel+moon sugar). If you are on a PC you can check and see if there is a mod that allows you to make skooma. I coulda sworn i saw something like this when i was browsing around on nexus one day.

Just make a potion of Restore Stamina that restores 25 pts of stamina. Same effects as Skyrim Skooma.
