Can you miss like other Elder Scrolls games?

I was wondering, is aim an aspect of the game? if I target a person and shoot will it automatically hit them, have a percent chance to miss (based on skill/stats), or just if where I aimed is where they are then it hits them and if they move it misses?

[Active] Evasion – Using unnaturally quick reflexes, avoid incoming melee attacks which will have a moderate chance to miss for a medium duration.

From Tamriel Foundry's ZOS-approved skill listings. It implies that some skills do indeed grant a "dodge" type mechanic to allow skills to miss.

There is an active dodge mechanic in the game which can be used at all time, but it will consume stamina on use. At the same time there is a softlock system in place. So yes, you will have to aim at the target(or at least very close to it) before you can hit someone. If you then fire your ability, it will hit unless being dodged. There is no complete free aiming, and there is no complete hardlocking as in most other mmos. You can use TAB targeting though, but that is used to cycle through targets and select the one you want to hit in a crowd. This is to avoid hitting several different enemies while wanting to focuss on one.
