Can you mod if you buy skyrim on a disc?

Title says it all.I plan on buying skyrim,but not on steam.I am getting it on a disc,and I want to know if I can still download normal mods,and downloads the dlc's like hearth-fire.Or will I need to buy the downloaded version?

The disc version still uses Steam, there's no non-Steam version. So yes, you can still mod.

Just out of curiosity, why the disc version? Since Skyrim always uses Steam, wouldn't it be the most practical choice to just buy the cheapest key and redeem it in Steam?

Just a tip.. Make sure you get the Legendary Edition of Skyrim, that way you get all of the download content, usually only costs $10 more

It can save a few hours of downloading the game. I think the complete game, with HD Texture Packs, is almost 10GB now. Note, you will still have to download the HD Texture Packs no matter what media you get the game on.
