Can you please hold my hand and walk me through it

I HOPE I'm an idiot. I HOPE I'm being dense. Because otherwise I have hundreds of hours of wasted work.

PROBLEM: Some (seemingly random) new world spaces I have created are littered with floating rock and grass textures.

DID MY RESEARCH: The fix described here: http://www.creationkit.com/Floating_Grass_Fix (SEE MY .INI FILE EXCERPTS BELOW FOR VERIFICATION)

MY PROCESS: The first two world spaces I made without even knowing this bug existed. I was happy-go-lucky with the landscape textures and had no problems. The world spaces have grass, rocks, etc. Suddenly every world space after that has the problem.

FIXES I HAVE TRIED:

- Editing the .ini files for both the game and creation kit (+ prefs)

- Disabling grass, exiting, enabling, and re-entering.

- Saving and reloading at various stages of disabling grass.

- Repainting in a single texture over the entire landscape.

- Deleting the world spaces and starting over.

- Copying world space settings EXACTLY from my working new world spaces I created.

- Copying world space settings EXACTLY from Vanilla Skyrim world spaces.

PLEASE for the love of God, someone treat me like a 5 year old child, hold my hand and tell me how to fix this!
