As the title says, can you? I have permission to port a mod but I dont have the game on PC. I can however get the CK. Hope someone can answer my curiousity

I have read it, but it does not answer my question. I have never modded before in my life so I could easily be missing something

You need the game and the CK. Without the game the CK cannot open up the mod, since all mods have Skyrim esm as a master. So you cannot port a mod with just the CK.
