yes, he says "when you realize level 2 doesn't matter than you will be at level 2" so you decide when you are at level 2 yourself, in a way he is teaching you to let go of your attachments (like all of your stuff) and desires (like the desire to be at level 2) and helping you realize that they do not matter, he just likes making money from selling all the stuff you give up in the process lol

technically not a con because he tells you up front that he wants you to give him all of your stuff to be a member, he tells you the exact price for membership and does not lead you to believe it is anything more than that.

My first play through I just ignored them after talking to them.

My second play through, my character had a few points in iron fist so she gave up all her stuff.. then had a bit of a brawl in her undies.. If I'm not mistaken Cait approved.

You pretty much just got completely screwed by someone and you're not going to get anything at all out of it. All of your stuff will be in his inventory. I recommend killing him to get it back.
