can you reduce wobble of sights

so i just got an awsome gun "All American" and the "Gauss Rifle" but it not steady at all, other then drugs, is there something i can increase on my S.P.E.C.I.A.L. or in the perks that will help me to be more steady? its hard to shoot when the scope wont stay still.. does the required strength matter as well? my current stats are as follows

Strength 7
Perception 6
Endurance 6
Charisma 6
Intelligence 6
Agility 6
Luck 5

Barter 53
Energy Wep 25
Explosives 29
Guns 63
Lockpick 62
Medicine 65
Melee wep. 17
Repair 55
Science 59
Sneak 26
Speech 70
Survival 53
Unarmed 15

Crouching, Steady (drug), skills at 50-100 (75-100 for scoped guns) and your aim should be steady enough. It's no wonder that your aim with the Gauss Rifle is bad, when your Energy Weapons skill is at 25.

and, my comment:
You're focusing on balancing every skill and SPECIAL out, that is a bad thing (bad thing for me at least, I don't know about you)
My SPECIAL set up on one of my characters (the shotgun one) is: S-7 P-9 E-4 C-7 I-2 A-9 L-2
My Tag Skills are: Barter, Speech, and Guns, and all three of those skill are 100

My other character: Barter-100, Energy Weapons-100, Explosives- 100, Guns- 100, Lockpick-100, Medicine-100, Melee Weapons-100, Repair-23, Science-25, Sneak-22, Speech-53, Survival-12, Unarmed-100. Well of course you have to be level 35 with 10 INT and Educated Perk to have these sweet skills. Like I said before, I can use any weapons and not have any negative effects.
His SPECIAL with Intense Training and Implants: S-10 P-6 E-6 C-2 I-10 A-6 L-10

Weapons have both stat (STR) and skill requirements. You can still equip and use a weapon you don't have the requirements for, but you get accuracy penalties (the sway etc).

Gauss is an energy weapon with 5STR and 75 Energy skill 'requirements'
All-American is Guns with 4STR and 100 Guns skill 'requirements'.

So like the others said...raise skillz. And crouch.

As above.. and stand still when you shoot, even a slight walk sways the gun a lot in game.

Also make sure your arms are not injured or crippled. No matter what, you can't hold a weapon still with injured arms.
