Can you script the slow motion effect? Any mods use it?

Is it possible to trigger the slow motion effect seen when blocking with a shield via script? And end it also via script?

And if so, are there interesting mods making use of it ?

ps: Actually Google reveals a few mods/videos, but what I'm talking about is the full visual effect when you block with a shield, it's not just slowing down the animations, there is also a depth of field effect...

If all you want is the Depth of Field affect, I think the mod is called Dynavision.

No, I'm looking for the ability to invoke the slow motion in combat along with the visual effect, since that enhances the experience by providing a visual effect / feedback. Just wondering if that can be triggered via script for custom powers, spells, weapons...

Say for example, creating a custom dragon shout that will slow down everything for 3 seconds, with the effect just like when you block with a shield.

There is already Slow Time which basically is slow motion for a brief time - or do you mean something else? (I never use shields so...)
