Also are there ranks to this perk like in New Vegas?
There could easily be multiple ranks to it, but we don't know for sure yet. But yeah, it unlocks at 8 Endurance. So, if you start the game with 8 Endurance you can get it right off the bat!
I assuming the more ranks you have in it the more stuff you can eat.
Each level you can choose either a perk or add a point to your special. Each perk can be chosen at any level but subsequent rankings of each perk is level locked. So if there are more rankings they will come at later levels.
They would never restrict perk ranks to different platforms, but we still don't know if there are extra ranks to Cannibal.
Anyway, you can spend your perk point to increase a SPECIAL stat by one if you so please - so if you started with 6 Endurance, it would only take two levels to bump your EN to 8 and then another level to finally unlock Cannibal.
No sense in letting meat go to waste.

so if there's no level cap that means in a few months our characters will have 10 points in all SPECIAL and every perk? This is going to be a fun game.

Maxing out is likely to take around 2,500 hours due to the sheer amount of XP required to hit some of the higher levels. This would be the equivalent of 4 hours a day 7 days a week for just over a year and a half.
