I've been looking for a solution for this problem for a while, but I can't find the solution in my own language (spanish), so I'm trying here. I hope somebody can help me.

I have Oblivion GOTY on PS3, I've played for around 150 hours and have mostly everything completed, except for the Shivering Isles Expansion.

I've read that, in order to make the Nibben portal appear, you need to complete the Arena, and then a mission will appear saying that a portal has been opened in the Nibben Bay. Well, this isn't happening in my game.

I've also read that there is a bug in the Arena mission, that makes it impossible to complete de mission, and I'm afraid this is what is happening to me. I'm sure I've completed the Arena, as I have the "Champion" rank, and I just can fight against minotaurs (Don't know the name in english, the monster half bull half human). The mission is still open, and it only says "You need to talk to XXX to get more fights". But I talk to this lady and she just says that I can choose between fighting against 1 to 3 minotaurs. I've already done this several times, but the mission is still open.

What can I do?

Shivering Isles has nothing to do with the Arena. If you have it installed then about 24 in-game hours after you've escaped the severs at the start you'll get the quest that notifies you that a portal has opened in the Niben Bay outside Bravil.

The mission you think is bugged is supposed to be like that, it's a repeatable battle that you can do an unlimited number of times after you've become champion.

I confirm this too. The person that nade you believe that is either trolling or a special kind of stupid. Just select that quest of A door in Niben Bay and go to the map marker.

It's the GOTY edition, so I don't have to install anything.

There's no quest called "A door in Niben Bay".

I repeat: It's PS3 and it's the GOTY Edition.
