tried removing the light touch perk through the console.
I typed the command (no quotes) "player.removeperk http://fallout.wikia.com/wiki/Help:Form_IDs00e87b"
response "item http://fallout.wikia.com/wiki/Help:Form_IDs00e87b not found for parameter perk. Complied script not saved!"

I cannot add or remove ANY DLC perk though the console.

Is there a way to do this? I found some heavy armor I like and want to remove light touch and choose another perk. Thanks!

The 'xx' is variable, as it's determined by your load order. The default position of Dead Money is 02, although your particular load order may change that. The others are 03-05, in release order.
