Just like title says they have no dialogue to buy plots of land, I spoke to jarls and stewards and nothing.I sided with storm cloaks if that has anything to do with it. I got the adoption note and letter from falkreath just fine and can build that house but nothing for the other two.

I got the Dawnstar house now, But I am thane in Morthal and have housecarl but he just sits in the jarls hold. The jarl doesnt even engage in any dialogue what so ever.

You probably need to speak to the steward.

Thats the thing there is no steward to talk to if you side with stormcloaks only jarl Sorli the Builder and she has no dialogue, I was able to become thane and everything and got the housecarl but that was it no option to buy a home.

Sorli is suppose to be her own steward so if she won't speak to you that glitch has made it impossible for you purchase the Morthal house for the time being.

I fixed it,She DOES indeed have a steward and that is her husband BUT he is never in Morthal he is in control of the nearby mine.So I found him and he let me buy land.

Well thats new she used to give all the steward quest herself. Then again I only did the Stormcloak side once when the game came out lol.
