They all show up in the data files right? ARe they all checked? Do you use any other third party mods or just the DLC?

They are all checked and I use no mods, downloaded them all together on steam and even played through Old World Blues before realizing no xp raise or level,

No Logan's loophole trait, going back saves it actually stopped at 30 before I even started OWB,

What does your xp read? Have you done any previous .ini file editing, console stuff, glitching such as the various cheats posted around the web like repeat conversions for infinite exp?

Have you tried verifying the game cache? Worth a try anyway.

XP is at 67222, last mission put me there and put me at level 30, now it will not move, I have done no hacks, console stuff, cheats, or .ini editing(except editing to try and fix this issue), i did try verifying the game cache integrity through steam,

is there any way to contact support directly through email? the closest I have found are these forums and the faq,

Look here: http://www.gamesas.com/topic/1120441-please-read-before-posting/ < = If they provide you with a solution that works please post it here.

Did you actually go through the level up screen when going from lvl 29 to 30? I mean the screen where you pick your perks and allocate skill points?

Can you make a new save in goodsprings and upload the save file to hotfile.com or some other free file hosting site? Just post the link here. I can check it out on my fallout new vegas install.

Have you tried disabling the DLCs and enabling one of them like Lonesome road or dead money. Uncheck them in data files in the launcher. You will have to remove the .nam file (either delete or move it) associated with the DLC in your data folder.
A game cache verify will bring it back if you delete it.

It seems for some reason when I remove the .nam file and uncheck then load a save then check and load a save file it works fine, but unfortunately this caused me to lose all items I found in the DLC as after saving without them I lost them, seems somewhere it was not carrying the info in the saves,

To disable a DLC, you have to uncheck the .esm AND remove the .nam file associated with it (it has the same name as the DLC). In the case of this thread, I would disable all DLC (as described) and try to enable just one like dead money for troubleshooting purposes.

When you uncheck a DLC and remove it's .nam file, DONT overwrite your save. You should be prompted that some items will be unavailable when you try to load your save.
IF you overwrite your save at this point then you WILL lose the DLC items since the items are unavailable. All items you have on your character are saved in the saved game files. There is no other place they are stored.

If you want to restore the DLC simply check the DLC in FOMM or through the launcher
and make sure the .NAM file is restored. Just move it back into the data files folder or run a game cache verify IF you deleted it.

verify game cache:
1) Open Steam
2) Right click on Fallout: New Vegas
3) Hit Properties
4) Click the "Local Files" tab
5) Click on "Verify Integrity of Game Cache"
