I am level 37 so I did play a bit, I used around 15 mods, with NMM, got a new computer,

installed it again and also nmm and same mods plus extra, none of the old saves load, any crashes the pc...

Currently mods aren't officially supported. Ones not made with the CK may conflict with changes introduced in 1.4, which may be why you can't load your saves. Do those mods still work properly when you have them loaded while starting a new game?

yes I started a new game with the mods and saved and loaded again, but didn't play much , of course...

Which mods did you use before you reinstalled the game, and which ones are installed right now?
