I've been playing Oblivion for around an year, and now I decided to make my own mod. Unfortunately, whenever I try to open the Construction Set, I see an image of Chorrol, and a window in which is written - 'Initializing Windows' and it stays at that. I waited 10 minutes, then when I clicked on it, it gave me the 'stopped working' error. This happens every time. I've tried using compatibility options, causing no effect. The troubleshooting guide does not mention this problem. Can I get help?

What OS are you using and where did you install Oblivion and the construction set?
Is the TESConstructionSet.exe in the Oblivion folder?

The Installation is in C:Bethesda Softworks. I am using Windows 7. And yes, it does display that can't find CTL file. What should I do?
