Cannot use shouts; words not visible in menu

I've searched Google and have seen many related issues but not my particular one. I got my first word of Unrelenting Force and slayed my first dragon and got the dragon soul. I went to visit the Graybeards to demonstrate my shout. When I go to Magic>Shouts I can see my dragon soul but no words. Not even grayed out words, just no words at all. But if I mouse over the window where the words should be, I can see the attributes of all the words in the center window, although the words themselves are not displayed in that window either. I can even spend my dragon soul on the shout, (but not by typing "R", that option is not available; only by choosing" yes" in the dialogue box,) but I still cannot use the shout. I have no mods loaded and I'm out of ideas. Any suggestions? Sorry if this post is ugly. I'm on my phone.

Hmm, it should be a glitch. Never happened to me.

Either way try to verify your game files through steam: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335

OR

Install the Unofficial Skyrim patch: http://afkmods.iguanadons.net/index.php?/topic/2804-relzwipz-unofficial-skyrim-patch/

Your load order should look like this: http://imgur.com/QzkBhJi

Installation:

1.) Extract the contents of Unofficial Skyrim Patch.7z, into your Skyrim\Data folder. The default location is C:\Program files\Steam\Steamapps\common\skyrim\data.

There should be an ESP file, BSA file, INI file, and BSL file.

The BSL file is not necessary. !!!
2.) Check Unofficial Skyrim Patch.esp in the Skyrim launcher if it isn't (it should already be after installation.)
3.) Using the arrow buttons, move Unofficial Skyrim Patch.esp on th top of your order. !!!

Load a save before you get your first shout, to be sure it will count properly this time.

When you say no mods loaded, are you using mods you just don't have them checked right now?

Or do you mean you haven't installed any mods period ever?

I used ~tgm, that is all. Other than that, nothing but vanilla version.

Not sure if you meant that sarcastically, but that's OK if you did. I'm new to online gaming and I'm still having a little difficulty targeting my attacks. Even in 3rd person when a target moves I can't seem to swing around to face them. So I get hit from behind a lot. Also, I accidentally killed my follower because I couldn't get around her. :wallbash: So I use God Mode a lot until I can get the hang of it more. I played D&D for years, 2nd edition and 3.5, and I really like this game. I'm going to give your suggestions a try, thanks.

Do you have problems on the easiest difficulty too ??? (Novice)

Also, do you play with a mouse or a controller ???

With a mouse it's very easy to target things, however - with an controller, it feels more realistic.

When have you activated God mode ???

Before you got your first shout ???

Generally, tgm doesn't cause problems but except infinite health tgm does something else too.

THIS: "No shout cooldown"

If you activated tgm before your first fully working shout, it could be the case, THIS causes your game to malfunction. !!! :shrug:

To tell you the truth, I don't remember setting a game difficulty, but I must have if it is required. I could not tell you what difficulty I have it set on. I use a trackball. It is all I have used for years, and I don't like using a mouse at all. I'm not sure when I started using God mode, but I can look at my browser history and determined when I learned of it, then I will load a game prior to the time.
