im torn between high ef and dark elf for a fire mage any suggestions and why?

I would say DE if you want maximum fire damage, assuming you pre-ordered so faction isnt an issue.

You can max out magica easily. No ned for racial bonus here. So take the bonus from the fire perks and roll a DE. Patch notes 1.0 tell me that is gonna be a blast.
