i had her wait oustide the van gulf or whatever place in freeside... when i came back outside after gettin the letter thing she was gone....

is there a way to dismiss a companion when they arnt near you?

I had the same thing happen with boone. Except he isn't in Novac, and I no longer have his perk. I didnt dismiss him though, I just had him wait in about the same location your describing. He was waiting outside of Silver Rush in Freeside and I did a quest, came back and he was not there. Maybe he'll turn up one day or after a patch.

After a period of time a companion that is sent to wait somewhere will defect from your group and return where you recruited him/her/it. That's why you no longer have the perk or can find him where you put him. Although there is a serious of serious bugs relating to companions and the whole strip/freeside area where they like to disappear for forever a lot of the time. Sometimes they may reappear in random spots for no reason at all. One person said his companions reappeared after entering down below the Overseer's office in Vault11.
