In this RP the Brotherhood of Steel and the Enclave exist only on the west coast, and the Midwest BoS does not exist at all. Also, unlike in Fallout 3, the Capital Wastelands Super Mutant are actually intelligent (to an extent) and are well organized. I will elaborate more in the factions section…

Intro

After years of tension the Regulators have finally decided to declare war on the Talon Company mercenaries. The announcement is set to air on Galaxy News Radio in three days, and when this happens the wasteland will plunge into complete and utter mayhem. And to make things even worse, another conflict is brewing… In a recent slave run, a group of Paradise Falls slavers enslaved Dora Tenpenny while she was travelling to Rivet City. Although nothing has happened yet, Allistair Tenpenny is sure to do something about it… To say the least, things are about to get very interesting in the Capital Wasteland…

Major Factions

The Regulators

The Regulators are a group of soldiers that are dedicated to protecting the Capital Wasteland, they like to think they run it but that’s just not the case. They're one of the oldest and most powerful factions in the Capital Wasteland and they're without a doubt the most renowned, mainly because they're one of the few factions that has good morals. Their leader is Abraham Cruz; he’s an old but dangerous man.

Over one hundred years ago a group of bounty hunters formed a group with the sole intent of protecting the Capital Wasteland. They started off hunting down raiders and gradually ventured into new tasks like protecting caravans and settlements. As the people of the Capital Wasteland began to realize what the Regulators were doing more and more people joined the cause. They got so big that they decided to set up outposts in every settlement in the Capital Wasteland, excluding Tenpenny Tower.

As the years passed tension built between the Regulators and the Paradise Falls Slavers, this lead to a series of battles that ultimately lead nowhere… The tensions died down, or maybe they were just buried away. And when Talon Company showed up and started to perform vile contracts the Regulators made them their new focus. There have only been a few skirmishes between the two so far but when the Regulators declare war over GNR things will surely escalate.

Talon Company

Talon Company is a ruthless band of mercenaries that will do whatever you want them to do as long as you have the money. They’re new to the Capita Wasteland but they’ve already garnered a lot of infamy and praise. Their leader is Commander Ron Jabsco; he’s a vicious man who seems to have lost his mind.

Approximate size: 275-325 members

27 years ago a band of mercenaries led by Ron Jabsco from Detroit travelled south and stumbled upon the Capital Wasteland. Whilst scouting the wasteland they discovered Fort Bannister and made it their base of operations. To get their company started Jabsco sent a group of mercenaries to the Capital Wastelands many different settlements to look for contracts, he told them to accept any contract no matter how vile it may be.

After completing several contracts Talon Company began to make quite the name for themselves. But after a while Talon Company became very controversial for the contracts they were preforming so the Regulators dubbed them “Paid Raiders”. This didn’t cause their business to decline like the Regulators thought; instead it just created hostilities between the two. To this day Talon Company is going strong, even with its horrid reputation.

The Paradise Falls Slavers

The Paradise Falls Slavers are a brutal band of slaver who strike fear in the hearts of the weak. They’ve been a dominate force in the Capital Wasteland ever since they were established. Despite being slavers they are somewhat respected by the people of the Capital Wasteland, some people realize it’s just another business. There current leader is Eulogy Jones though that may change soon, he is currently very ill.

The Paradise Falls Slavers have been around so long that nobody knows when it was first established. But what is known is the fact that they’ve practically dominated the Capital Wasteland throughout their entire existence. They technically haven’t conquered anything but that’s because they have no intention to, not because they can’t. All the Paradise Falls Slavers have ever cared about is making money and maintaining their legacy.

Before Eulogy Jones was in charge, a man named Harmon Juley was. Harmon was a cannibal who ate slaves that he could not sell, in disgust Eulogy murdered him and took over as the leader. His first act as leader was prohibiting any slaver from indulging in cannibalism. And before Harmon was Penelope Chase, she was killed by Argyle in Rockopolis.

Tenpenny Corp. (The Corp)

Tenpenny Corp., known as “the Corp”, is Allistair Tenpenny's private army; it was established two years after Tenpenny Tower was. The Corp’s sole purpose is to do whatever Tenpenny wants them to do, whenever he wants them to do it, no question asked. Tenpenny’s right hand man, Mr. Burke, is in charge of the Corp.

Approximate size: 200-250 members

(They’re a small faction but they’ve got better training and equipment than nearly everyone else in the Capital Wasteland, which makes them a force to be reckoned with)

The Corp was founded in the year 2259, two years after Tenpenny Tower was established. They spent the first few years of their existence acting as the guards for Tenpenny Tower and gathering food and water from the wasteland. But a Security Team was later established and the Corp was told to stay out in the wasteland and act as raiders, but only when they came into contact with valuables.

As the years passed the Corp killed countless people and robbed countless caravans which contributed to Tenpenny’s wealth. Tenpenny also got the Corp to assassinate his enemies, he even tried to get them to blow up Megaton but they failed and the bomb was defused. But now that Tenpenny’s daughter has been kidnapped the Corp is going to have to go toe to toe with the Paradise Falls Slavers.

Side Factions

Riley’s Rangers

Riley’s Rangers is a small group of mercenaries that actually has morals, unlike Talon Company. There is only twelve members but they’ve teamed up with the Regulators to fight Talon Company. Their base is located in the south east part of DC. Riley Scott is the leader of Riley’s Rangers; she’s a veteran mercenary who’s been through hell and back.

The Mutant Militia

The Mutant Militia is a small army of mutants that aspires to take over the Capital Wasteland. Unfortunately for the Militia, most people in the Capital Wasteland fail to realize that this group even exists. Most people assume the Super Mutants work together but they don’t think there’s any organization. When the people of the Capital Wasteland do find out, they’ll be in for quite the shock… A Super Mutant named Graz runs the militia, but Super Mutants are not the only members. There is a fair number of Ghouls that have joined the group. The militia operates out of Vault 87.

EMR

EMR is short for the Evergreen Mills Raiders, they’re the largest, longest surviving and most feared raider gang in the Capital Wasteland. What separates EMR from the rest of the raiders and the reason behind there longevity is the fact that there not your typical raider band. They actually run a business. The citizens of the Capital Wasteland are free to visit the Evergreen Mills Bazaar whenever they please. While there they can visit the brothel, buy a slave or even a gun and when there done all that they can drink at the bar. But, get on any raiders bad side and they’ll kill you on the spot. And you should know it’s very easy to get on a raiders bad side. The drugs make them really sensitize. Drova is the leader of EMR, he’s bat [censored] insane.

Capital Caravans

Capital Caravans is based out of Canterbury Commons. It’s the Capital Wastelands #1 caravan company; their caravans follow a route that visits every settlement in the Capital Wasteland. They even do business with Talon Company, the Paradise Falls Slavers and EMR. None of the major factions in the Capital Wasteland interfere with Capital Caravans business; the only problems they get are from mindless raider gangs, Super Mutant and wasteland critters.

Major Settlements

Megaton

Megaton has been around longer than any other settlement in the Capital Wasteland. It is also the largest in size and population. The settlement is run by Lucas Simms; he acts as the Mayor and Sheriff of the town and does a damn good job considering the town has more than 1,000 citizens.

Rivet City

Rivet City is the second biggest settlement in the Capital Wasteland, it’s considered to be the safest and it’s also the newest. It’s located on a decaying, beached aircraft carrier and it’s run by a Council. There is also a Security Team that’s lead by Harkness. The settlement has nearly 1,000 citizens.

Canterbury Commons

Canterbury Commons was founded nearly a hundred years ago. At first it was just a simple settlement where people lived but a group of traders started a company called Capital Caravans and from there on Canterbury Commons became the Capital Wastelands trade hub. A man named Uncle Roe is in charge of Canterbury Commons. There’s just over five hundred citizens in Canterbury Commons.

Here's how this RP is going to work... I have a plot outline written up that will keep us occupied for a while, it's flexible enough that your characters will have an affect on what happens next. I have no outcome planned for this RP, that will be decided by all of us throughout the course of the RP. This will be very open RP, although if your character is in one of the main factions most of his or her posts will revolve around the main conflict. You'll still be able to do your own thing every now and then, but not as often as a character who is not in a major faction. As for characters who are not in the main factions, the Capital Wasteland is your playground... To an extent of course... All I ask of you is that you pay attention to what's going on with the main conflict, that is what the RP is about after all... You don't have to be a major player in it, but it will always be affecting everything around you... So please, don't ignore it.

Also, I've managed to finish a few RPs before and that was because the people involved were dedicated. Please do not join this RP if you don't plan on dedicating yourself to it. I don't expect you to have a post every day, all I want is for you to at least keep up with things... And if you'll be away for a while let us know about it so there's no confusion. We can have a lot of fun with this RP, all it takes is dedication!

Philosophy: Adrian Rose is a practitioner of Anti-Nihilism. He understands and accepts that his world is hell. But he knows that for some reason--it's worth fighting for. They're all damned souls, so they may as well make the best of it.

General Description: The years have been especially rough on Rose. His remaining eye is quite sunken and is a dull blue, but when you look at it--you can tell it might have once been a deep, oceanic blue. Now all that can be seen in those eyes is a man's dim flame of hope. Rose's hair still exists in thin patches of salt-and-pepper grey on his scalp, but it's largely gone. And his skin is a deep crimson red where there still is skin. Despite all of that, he stands tall with military bearing and pride in his demeanor. He doesn't appear as thin as most either--quite toned for a ghoul of his advanced age.

Special Appearance (e.g. Tattoos, scars, etc.): He bears a scar where his eye once was.

Faction: Independent

Class: Soldier

Class Description: Adrian Rose is an experienced fighter. Simply expert in combatives through years of training and experience in the Wasteland. However, that is not necessarily what he enjoys doing.

Weapon(s): M4 Assault Rifle with Red Dot Sight; .45 Glock Magnum; Trench Knife

Apparel: He wears a tattered suit of ACU (Army Combat Uniform) when he's outside of his farm. When at his farm, he can be seen in jeans and a long-sleeved flannel shirt.

Medical: A backpack filled with medical supplies. Three stimpacks, a roll of gauze, tampons, maxipads, a butane torch, a sewing needle for leather and thread to match, and a scalpel are filling his backpack as well as several loaded magazines for his rifle and pistol.

Misc.: He wears dog tags and a wedding band. He always wears these items and attempting to take them from him would result in a messy conflict--for you of course.

Biography:

Adrian Rose was a lot of things in his youth. Troubled was one of the core ones. Whereas many kids had parents to watch after them, he was alone. An urchin cursed to walk the streets and fend for himself from a young age. It was that very thing that would throw him into the maw of the beast.

He found himself in the gangs of Los Angeles early on. At first? He was a Mauler Rat--one of the new kids who was sent to do brute work. But he was more than that and the bosses recognized that--they eventually gave him his own squad and he even became connected to the Salvatore Family.

The Salvatores saw something in him. It was for that reason that they offered him a position within their family as a Made Man and a Capo--something he took without regret. It was for some time that he seemed to enjoy the life. It was fast-paced, made money, and he lived well. It was everything he had ever dreamed of.

But with all things in Rose's life--it would be plucked from him. One of his men was found to be skimming off jobs and it was Mr. Salvatore's orders that the man be killed. It was easy to have him captured. To see his face black and swollen, his nose like a faucet of blood. But that was just that--easy. The hard work came in picking up his glock and placing it against Johnny's head and doing it. Pulling the trigger.

He had always thought it'd be so easy to take a life. So simple. Just squeeze and it's over, but that wasn't how it was. God no--that was way too simple. When he looked down at Johnny and thought of Johnny's family--it was hard. He was just a kid--not even old enough to really be in this life. How could he kill some snot-nosed kid? Bang.

That was how he could do it. But it broke him. His nights were forever haunted by Johnny's blackened face and then the hole in his forehead. Why the hell did he have to do it? Why the hell did it have to go like that? WHY THE HELL DID YOU DO IT, JOHNNY?!

Adrian knew it was over. He couldn't do this anymore. He just--couldn't. But he knew the reality that nobody ever left the Salvatore Family unless they retired, got caught, or died. So he did it. He enlisted into the United States Army to get away. That was all he could do, right?

Rose ended up trained to be an Infantryman--his worst nightmare--as the Resource Wars broke out. But something changed in him as his name became feared. Putting lead in a man's chest and head became routine--easy. It was just muscle memory. It was as he adapted that his natural leadership began to shine and he saw quick advancement through the ranks. Within eighteen months' time, he was a Corporal. Six more passed and he was a Sergeant.

As the wars got worse, so did the casualties. He would see new recruits in his platoon and he would shake his head. Just more meat for the meat grinder. Young kids fighting a war that they had no place fighting for. What a crappy situation.

It was hard for him when his battalion was sent to Paris. They had to take it so their British Allies could get access to the food, water, and most importantly, oil, that Paris had stockpiled. But as it always did, life went to Hell. He watched his Platoon Sergeant, Sergeant First Class Daniel Samson and Platoon Leader, Second Lieutenant Christopher Grimm both end up dead due to sniper fire. In the heat of the moment, he took command of the platoon and led them to single-handedly capture the French Commanding Officer and made him hand over their supplies--condemning the French People to freeze in the winter months to follow--but that was their problem, not his.

When he got home, the President himself granted him the Congressional Medal of Honor for bravery and valor in the field of battle as well as a battlefield commission to the rank of Captain. Captain Rose was given command of an Infantry Company stationed in London to keep the peace. As always, his life went to Hell.

As soon as Adrian was given redeployment orders, he quickly learned how bad London had gotten. Riots in the streets. Bombings. Firefights daily. It was like Paris, but much worse. However, he persevered and survived. So did most of his company. This would be normal place for the years to follow, but he was fortunate to meet the love of his life, Lyra Meadows in London. The Chaplain, Captain Jose Garcia married them May 1st, 2055. They had their first child November 5th, 2057.

Adrian rose in rank throughout his time in war. Eventually to the rank of Colonel when he sought retirement, but he knew that fate wouldn't allow it. But he submitted for the Vault Program regardless--just in case. And it was to his horror that he was not onyl selected, but needed to go.

Adrian and Lyra made their way there, but their children were all over the country at the time (as they had grown to advlthood). It was being in the vault that gave them a sense of security. Of hope. They made it and would be safe. All was well in the world--right?

It was when the door wouldn't close that he watched a great many people die. One by one, they fell like flies as they got sicker and sicker. They all shared the same fate of death by radiation poisoning--but some, himself included, somehow managed to persevere. Whether it was a good thing or not was something he had to question, but they did survive.

Many of them established a city for those like themselves--the rotting remnants of the Old World. But he never stayed. Rose took his rifle, his pistol, a few supplies, and left in search of survivors. He traveled for years and relied on his training from what felt like an eternity ago to survive. Three-count kills were something that his muscles had never forgotten and he could only thank whatever sadistic [censored] of a god there was up there for that at least.

Eventually, he settled down in the Hub for some time. But he moved around with time as well. As the years went on, he grew to dislike the big city feel of it and headed north to the remnants of a town known as Klamath--used to be Klamath Falls. He had actually visited it once on business for Mr. Salvatore.

But he was a traveler and eventually headed east with a caravan of Gunrunners. They made it most of the way out east--but some things just aren't meant to be. When they got to New Ohio, they were ripped apart by the cannibals that had made it their home. The only reason that he survived was because he knew how to hide better than they did--something else he could thank good old Uncle Sam for...Bastard.

When he finally arrived at the eastern coast of Maryland, he built a shack and made it his home. It was a simple home, but it was his home. He would fish for the mutated abominations and he'd fry 'em up and eat 'em like they were chicken. They never quite tasted as good, but damn did he love them with a little bit of Cayenne Pepper.

He'd also farm. Not a particularly notable farm, but a few acres. Cabbage, peas, and all kinds of things. Granted--they weren't entirely normal. His peas would come stringed together and entirely different colors, but they weren't necessarily bad. Not that he could taste them (he only had taste for extremely spicy foods). But his simple life would yet again, go to hell.

Somebody somewhere pissed somebody else off and the man on the radio got to yapping about it. So he packed his gear and accepted that he'd have to play Soldier again. A bunch of raiders fighting each other over stupid arguments would only lead to good people getting killed. And that wasn't right...
