Capped Bandits, Marauders and Highwaymen

Description:

A simple mod that prevents non-unique bandits, marauders and highwaymen from spawning with high level armors and weapons (elven or better).

The gear used by those opponents still depends on the level of the player character. However, gear progression is much slower. For example, bandits don't start wearing chainmail until the player is level 10 (while in vanilla it started appearing when the player reached level 6). Inventories are modified in the less obstrusive way possible, creating new leveled lists from scratch instead of directly modifying vanilla ones.
