I see that TEM put their cumulative stamps at the top of the bill. But who's the third stamp at the bottom? The Hist?

I'm guessing the third stamp on the bottom is the local Yoku authority under the auspices of the other two parties, but I'm probably completely wrong. Also, sinking the renewed All-Flags Navy? I'm concerned about why the flags had to combine into a single navy again in the first place? Unless it was part of a treaty between the TEMs that their navies would combine to combat piracy or something...
On my second look, I see that Cyrus et al. "used Thras" to sink the All-Flags Navy. I'm curious how they managed to utilize a continent/archipelago/whatever-Thras-is to do that, and if Thras has something to do with the reformation of the AFN (or if it's just a horrible, hilarious coincidence).
I see the text of Lord Vivec's Sword-Meeting with Cyrus the Restless is also on this site now. Is there illustration work going on for that text, as well?
I'm going to assume that the Christmas reference means that the text will be released then, not that he's celebrating a month early like the people who insist on playing carols on the radio at the end of October.

Michael Kirkbride and Kurt Kuhlmann were writers on Redguard, John Pearson and Hugh Riley were both artists, and Michael Mack voice acted Cyrus (and later the Redguards in Oblivion). This is very much a reunion party
That he did, as well as quite a few in Oblivion (including Baurus).

The stamp on the bottom looks vaguely Japanese, so I'm guessing it's some kind of Hammerfell stamp, "approved for distribution within the province/kingdom/whatever."
