This question is for those who have completed the "Siege on dragon cult quest"

For whom this shady Valmir guy is working? At the end of the quest, both the imperial soldier or the stormcloack rebel will accuse him of being a Thalmor agent (this shows how much Thalmors are loved by both factions). He's indeed an Altmer and he's carrying some mysterious orders. Is the Domininon aware of the existence of the Dragon masks? Why there's no one at Labyrinthian waiting for him?

Good question, i just killed him and traveled to Laby but noone seems to be there...

They probably got eaten by trolls who ate the "Do not feed the trolls" sign.

Pretty sure he's a Thalmor.
