Now, http://www.youtube.com/watch?v=JSRtYpNRoN0&feature=player_detailpage#t=80s we see the same city near the ocean, but this time it looks like summer.
So... would this perhaps mean we kind of get seasons in Skyrim thanks to this dynamic snow? I mean, a concept art image wouldn't show a place as snowy/icy unless there actually was the possibility of it being snowy/icy.

Hm... you know, I'd never made the link between those two scenes before. You might be on to something.
I threw together a quick http://i801.photobucket.com/albums/yy297/b_harrison/misc/skyrim_comp_001.jpg in Photoshop. They look like different locations there, but then one of them is concept art, and from a very different perspective. So I dunno.
