(doesn't mean there aren't, but I don't expect they will be any good...)
Wheeled vehicles are not in Bethesda Fallouts for simple reason, game engine is not designed to be able to make path finding for them. Such path finding would require to be able to deal with objects (your cars and motorcycles) which can't turn around at the spot, but rather have turning radius.
For that reason ever having functioning cars in Fallout 4 is extremely unlikely.
Be cool if you could race Robots at that placey thingy place (forgot what it was called) I hoped the new DLC coming soon would of had that. Would of been as close to cars as we could get. But I wouldn't want cars and bikes in FO anyway.

this was the misconception when some of the trailers were relased, and many thought you'd finally be able to drive around due to showing the vertibird in flight. ya, that turned out to be a major tease.
There will be a lot of those mods, just like in past Bethesda games.
I wonder what people will say when or if Bethesda Game Studios adds one car that you can drive in Fallout 4 in a expansion pack in the future after they release Far Harbor for sale or in a patch for free.
Afterall Bethesda Game Studios themselves said DLC's, expansion packs, and patches will be based on community feedback for Fallout 4.
I see people are asking for a driveable car every now and then.
The terrain just doesn't support cars anymore. Maybe a big off-road truck, but I haven't seen one of those.
I would say "It must have been a huge effort to expand the whole map and make the locations far enough apart to make the vehicles worth while. That time could have been better spent elsewhere, rather than adding piles of empty space so people can drive around and marvel at said empty space."

I use a mod that uses a motorcycle, a vertibird, or a teleporter to get around. Not actually driveable, but they act as fast travel nodes between settlements while deactivating regular fast travel.
Well they've been asking for almost a decade now. People have wanted it since 3. As someone else mentioned and a long thread last night went on, engine limitations make it so that it just wouldn't work WELL. Sure modders have made vehicles with this engine before but they looked and acted like crap. For all that you can say about Beth, they do like to at least put a decent amount of polish on their assets. I can't see them releasing something that just doesn't work well. There's a lot more things I can see them doing than a driveable wheeled land vehicle.
A motorcycle would be cool. Then modify it to look like Daryl Dixon's scrambler with knobbies and missile turettes.

Restricting vehicles for player only would be sort of hard to explain withing game logic. Not entirely impossible but hard. Skyrim horses can turn around on the spot. Motorcycle can't.
Just give me player controllable pack brahmin and I'll be fine.

the faster they go, they'll longer they'll take to turn (a couple numerical values to change in ck to change)
they're far from realistic physics, admittedly, and of course convincing physics would be even more relevant for a bike (not necessarily a fusion flee though etc etc,
but my actual point is: that there's no vehicles in fo definitely isn't because the engine can't handle it (been doing enough modding to definitely _know_ it can, and easily. or if you think speed matters, just get one of the countless ultra fast skyrim horse mods and try for yourself).
if i try to look at things from beth's view though, i'd see quite a couple of good reasons for not to add a vehicle:
like, for an example, it'd conflict with sprinting. if we took the game world for real dimension, you'd sprint at about 60-70 km/h. so i'd get my fusion flee that can go 60, and i'd be all "hey, i can _walk_ faster than that!"
or another one: the whole way the game world is build, it relies on people exploring. you get stuff to do because you stumble over it (not like somebody rings your phone every 2 min, hear me, rockstar?), and there's no stumbling over on/in a vehicle.
you'll drive between a and b and everything in between is lost on you because you don't want to bother going through the get out/in animations just to see what that ...thing... over there is
same thing for all the detail put into world building, that'd all be lost, yet it's a big factor of what makes beth's games outstanding.
