To be fair, you can't just max perk smithing, reset, max perk enchanting. You also have to skill smithing to 100, skill enchanting to 100, then re-perk. There isn't really any harm in allowing reperking, although I also find it unnecessary.
What would be a travesty is if you could reperk and if the game was so hard that you needed to reperk constantly to actually be able to win.
edit: Admittedly, I'm generally against the idea, but that's because I generally assume the game will be balanced around what you can do, so if you are able to reperk, I'll assume you should reperk. For example, I have 10,000 gold and a complete house in Whiterun, and just now started to admit to myself that I probably don't need a pack-mule companion and multiple fast travel trips to completed dungeons (thank god I at least knew it was unnecessary to take all the tankards, baskets, and embalming tools).
Also, to make reperking really useful, you would need to reassign magicka/health/stamina increases.
