I just cant sand Ann (cloth vendor) to Castle ?! i can send her to any other settlement ! Bug or?

Have you reached Max Population? (Charisma + 10)
EDIT:
I also had it refuse to let me send a person to a settlement that was unhappy once...I thought that may have been a bug as well.
