I wouldn't mind seeing some catapults, ballistas and other such non-gunpowder based siege weapons, I think it's safe to assume they exist in the Elder Scrolls. The technology level seems about right, and considering that the setting has cities and castles with high wall, it would seem only reasonable to assume that some point, someone would have gotten the idea of building something for besieging such walled structures, and as has been pointed out, Morrowind had some Dwemer siege weapons, of course, they were Dwemer designs, but while modern equivalents might not walk on two legs, I can't see the shooting or throwing rocks part being something that modern people in the setting can't pull off, and that's really the important part in these things. Cannons I'm not quite so sure about, I mean, while cannons are simular to guns in that both are weapons that rely on gunpowder to fire projectiles, but the key difference is in size here, cannons are too large for characters to carry with them and use during normal gameplay. And my objection to guns comes from how it would effect the feel of the setting, not whether it fits the lore or not. But I'd say the answer is still no to that, since once you have cannons in your setting, if you give it enough in-universe time, it seems an inevitable step that guns will follow.
Although, I'm just saying I wouldn't mind seeing this sort of thing as statics in the game, at most, we might see a few scripted sequences unvolving the player or someone else using siege weapons during a few quests, if there is indeed a war going on, but seeing as this isn't a strategy game, I doubt we'll be able to use things like this during regular gameplay.
