Caves, dungeons, grottos and so on.

Now the caves, dungeons, grottos, and etc. with only creatures and monsters could be occupied by Imperial troops. Not the ones that smugglers and bandits live in or where families are already in but ones with only creatures. Why not get more of bases for the Empire. Even ruins of something. More silt striders maybe. Not in Daedric ruins or places where witch hunters are already in.

Of course, they should do this after Nerevar went everywhere and did his thing up when he's on some sort of throne, or standing next to Vivec in Vivec's rooom or what have him.

I think you mean the Nerevarine since Nerevar died several centuries before the start of the Elder Scrolls games. The Nerevarine left VVardenfell before the start of Oblivion to Akivar

But I doubt the Imperial troops would really want to hide inside the dungeons that litter the area. They already have a nice comfortable home base to be in. Not a dead tomb to walk around in

Why hide in caves when you can build your own fort to your specifications, with your own native architecture to remind the Dunmer who the boss is?

It really makes no sense why Imperial soldiers would hide out in caves when they could (and did) build their own forts.

He thinks that the legion would use dirty caves as forts which defets the perpose of forts.

Nothing the empire cant afford. I mean look at how much money they make by how well funded their guards are. Their guards are well trained, well outfitted and numerous. Plus they can always just tax the Dumner a lot and bully them into helping construct their forts.

Not to mention that a fort is slightly more defensible and practical in terms of keeping the area under rule than a cave...

The scarce dropping of forts upon the landscape is an issue in itself, why have the designers never paid attention to where they put them? The ones in Morrowind were inserted in odd places that seem to minimize their usefulness, while the forts in Oblivion carry even less purpose in their geography.

I'd think another advantage of putting troop strongholds or watchpoints around is a show of power, the image of authority, so putting garrisons underground hampers that effect quite a bit.
