NCR is to far away and Legion is fight the NCR, so no
Legion and NCR are on the other side of the North American continent.
Enclave is dead, and at best there are remnants left.
The Brotherhood of Steel is either the ascendant East Coast chapter based in DC, or the Midwest chaoter coming over and saying hello. The West Coast chapters are too hidebound to save themselves and will die from irrelevance.

Factions are in as far as we know from spoilers. But different implemented then in NV (no details yet).

And from what we know of the Legion, they aren't known to travel that far for anything
The NCR is having enough trouble in the South West as it is. They would gain nothing by spreading their forces even thinner on a trek that most of them wouldn't even survive. The Legion lacks the cohesiveness to transport large numbers of people and resources over vast distances. They are just a bunch of over-glorified raiders. I'd put my money on a Rad Roach going from New California to The Commonwealth before I'd bet on either of those buffoons.
Ha you must be quite new to Fallout lore, as the legion and ncr are west coast factions so the likelihood of them being in this game are next to nothing. They wouldn't want to be so separated and spread thin.
Probably an NCR scout or something along those lines, they'd be thrilled to see the BoS being very powerful in the East.
Theres no way a NCR scout would be in Boston.
Assuming they won at the Dam, and the Legion collapsed in the last few years like its said they would, the NCR would be scoutng out Texas/Oklahoma, not Boston
If I find an NCR scout or something in Boston, an entire nation away from his home turf I'd be all "Go home, no Hoover Dam here."
You seem pretty sure about that. The Brotherhood sent an expedition out East to see how conditions were out there and to find some sweet-ass technology, I wouldn't find it unlikely that the NCR sent somebody East during the time of New Vegas to scout out the condition of the rest of the country or maybe a scout in those regions just decided to keep heading east for some reasons...
That being said, I don't know if Bethesda even has a right to decide the what was cannon in New Vegas, or would they if Obsidian isn't going to develop a new Fallout game...
It would seem like a leap to go from the Mojave all the way to boston two years after Hoover Dam...yes, timeline confirmed. You'd think they'd at least take some time to recover from their win/loss
The brotherhood are also highly trained soldiers, using the best pre-war power armor and laser weaponry available, and there was like an entire battalion of them sent east, and it still took them like a year to reach D.C.
The NCR barely trains anyone, and always has laughably poor weapons/armor, outside the Rangers.
Fair point, but the Rangers are still very experienced as well and could possibly make the trip, and I don't doubt one could if they're very resourceful and experienced... Or hell, it doesn't even need to be somebody officially sanctioned by the NCR to head East, maybe an NCR citizen or somebody decided to go adventuring and traveled across the wasteland by traveling with different caravans and such, arriving in the East armed with knowledge of happenings in the West.
They own the franchise so they have all rights that they want. Obsidian did NV as "contract work" for Bethesda. Bethesda asked them to make it.
Both companies are well with each other in contrary to some myths that are spread.
But galdly bith concentrate on different coasts. So maybe we have to wait for another Fallout game to get the resolution which ending of NV is canon. Would be great to see another Fallout game from Obsidian (after I am through Fallout 4 ).
