SO how backwards compatible in a speculative sense will Fallout: Nevada be with FAllout III, incase one desides to use one to replace another's art for armor B.

Do you mean Fallout: New Vegas? If so, the answer is... we're not sure. New Vegas uses the same engine, but there's no guarntee it'll come with a GECK of it's own (let alone a similar system that deals with how armor and weapons look.) My personal opinion says no, since it's being developed by Obsidian and not Bethesda Softworks.

It is being developed by Obsidian but using the same engine and largely the same editors as FO3. So I don't see why they wouldn't release the GECK for it.

However, using any assets from NV for Fallout 3 or vis-a-versa is a big no-no. You won't be able to extract a model/texture from one and use it in the other.

Bethesda don't allow it, even between their own games.
