Could someone tell me how the **** the Typhoon is supposed to be considered balanced?

Rules: You can't tell me that it's balanced through a lack of reserve ammo. You can't tell me how to counter it or that I should learn to fight against it or any similar ****. I'm not asking for advice on it, I'm directly asking what statistics make it balanced against all the other non-ceph weapons in the game.
