You have to save the changes by left clicking on "File" in the upper left and then lift clicking on "Save" in the drop down menu.
I been doing that but W7 reverting it back.
I tried it with Notepad++ and saving it still reverts back.
It's impossible for Windows 7 to revert the ini file, it has to be something else that's doing it. Is it a Steam install, and if so are you using the launcher to start the game? With New Vegas using the launcher that comes with the game creates a new ini file every time, so you need to avoid using it if you make any changes.
Rright mouse click on the .ini and under "Properties", make sure it is not set to "Read Only"
