changing/adding Night Sky textures

I noticed that the 'weather' tab can be set to make the weather daily or nightly, but is there any other way? Sorry to be picky, it's just I'm not sure...

Not exactly sure what you mean by 'set to make the weather daily or nightly'. If you want to change the night sky texture, you have to create a new Climate or edit an existing one. The Climate editor controls the night sky texture, sun and sunglare textures, moons, and what specific weathers will manifest for a worldspace. The Weather editor allows you to change the fog, amount and color of light (at sunrise, day, sunset, and night), sound, etc., for each weather event. So, to create weather for a new worldspace, you create the weather effects, add them to a climate (where you can change the night sky texture), and then add the climate to a worldspace.

If you want to create weather effects dependent on the time of day, you probably need to use OBSE.
