Changing Refresh Rate in Oblivion.

Today I've decided to get back into Oblivion after a very long time, but now I'm having a screen size/refresh rate issue that I can't seem to solve on my own. I have been at this for almost six hours now and I feel I have no choice but to make a topic asking for help.

I am still using an older CRT monitor, I love it and I have no reason to upgrade.
I play at 1280x960 at 100hz and this is perfectly fine for me.

After I installed Oblivion through Steam I used the run menu options to set my resolution and basic graphic options and started the game, it fit my screen exactly as it was supposed to. Then when I tried to alt-tab to look at a document in the background Oblivion crashed and I had to reset my PC because I couldn't get my mouse cursor back. Upon restarting my PC Oblivion now refuses to fit my screen properly, as if it is now set to a completely different refresh rate.

Those of you who have used older monitors will know how the same resolution, in different refresh rates, will be displayed at different screen sizes, not fitting screen properly. Some of you will also remember how the Refresh Rate is NOT the same as frames-per-second.

I have tried changing my resolution multiple times in both option menus, outside and inside the game, and I have finally tried completly uninstalling and re-installing the game. Google searches are not giving me any useful info. RefreshLock doesn't affect the problem and '-refresh 100' in the steam launch options only greys out the options in the loadmenu and prevents me from running the game.

For a few fleeting moments it was working just fine, and the last time I had Oblivion installed on this same exact system there was no problem.

My basic system specifications are:
Motherboard: Micro-Star International (MSI) Mainboard P6N SLI Platinum (775 Socket)
CPU: Intel Core 2 Quad CPU Q6600 @ 2.40GHz, 2400Mhz
Monitor: 24" NEC SuperBright Diamondtron MultiSync (FE2111SB)
Graphics Cards: Two EVGA Nvidia GeForce 9800 GTX+


Does anyone have experience with this type of problem?
How do I manually set my refresh rate in Oblivion?
