Is it possible, via a mod, to alter the view of the player by pressing a key for example?

ie I press numpad 4 and my player looks to the left, numpad 6 looks to the right?

This is without actually turning the player to face in that direction. What is happening is the player view is altered independently of the players direction of travel.

Is there some sort of view/camera setting that can be modified?

Total bethesda games mod noob, would be grateful to know if this was possible (i very much suspect it is, it is with Skyrim) before i start trying to do it.... and some suggestions of where to start.

Or would something like this have to wait until the release of the creation kit for FO4?
