Changing the range of a sound before it's heard

I'm trying to find the setting to change the actual range of a sound before it's heard. Basically I have a creepy tower with creepy shadow lit windows with a blowing banner throwing shadows everywhere. What would increase the atmosphere is wind sound blowing the moving banner. I have made a new sound descriptor, and put it on the sound marker to put near the window. Thing is it's heard from too far away from the window itself, I'd like it only heard when approaching quite near to the window. I'm no sound expert so I don't know what frequency and static attenuation all means. All I seem to be able to do is lower the volume which is not ideal because when you approach the window I can barely hear the blowing wind, it's too low. Is it possible?

Sounds (no pun) just like what I'm looking for, but where the heck is that? I can't seem to find it in the CK anywhere.

I'm not allowed to post links :-). Try /Sound_Output_Model

Copy a Sound Output Model (maybe SOMStereoRad00900) and set Min Distance and Max Distance. Try to start with a Min Distance of 15.
